REPORTS TO: EXECUTIVE DIRECTOR
JOB SUMMARY: Responsible for coordinating, overseeing and participating in assigned non-profit program(s) to ensure efficient operation and successful provisions of necessary tasks and services. Responsible for implementing the agency's housing initiatives, marketing the program(s) and for performing loan packaging, processing and underwriting functions. Responsible for the procurement and sale of real estate.
MINIMUM QUALIFICATIONS REQUIRED: Bachelor's Degree in business, public administration or social services from an accredited college or university is preferred. Three (3) years of progressively responsible experience, one year in the area of low-income housing or community based non-profit corporation, or a combination of education and experience.
Licenses and Certifications : Valid Texas Drivers License and satisfactory Motor Vehicle Record.

EXECUTIVE DIRECTOR
BROWNSVILLE HOUSING AUTHORITY
The Housing Authority of the City of Brownsville, Texas (BHA) is currently seeking an Executive Director to direct an agency with 838 public housing units, 2015 Housing Choice Vouchers, and three (3) mixed-finance tax credit projects. The Executive Director will oversee the BHA's three non-profit components: the Brownsville Housing Opportunity Corporation (BHOC), the Brownsville Housing Finance Corporation (BHFC) and the Brownsville Housing Management Corporation (BHMC). Extensive experience required in public housing/ Housing Choice Voucher programs and tax credit programs. Applicant must have at least five (5) years progressive experience (preferred executive or department head level) in area of public or private housing. A bachelor's degree in public administration, finance, or other appropriate program is required. Candidate should possess a Public Housing Manager Certification. The ideal candidate must have outstanding interpersonal skills and a strong financial management background. Applicant must have excellent writing and verbal skills, computer skills, proven leadership ability, the ability to deal effectively with staff, residents and support organizations and should consider the retention and professional development of staff a priority. Other requirements include strong supervisory experience, a proven ability to work cooperatively with a Board and with community groups. Applicant must have thorough knowledge of HUD rules, regulations and guidelines. The Executive Director is ultimately responsible for all aspects of the Housing Authority's programs, including administration, management, maintenance, security, finance, personnel, community relations and supervision of a staff of 90 employees. Salary commensurate with qualifications and abilities of applicant.
