REQUEST FOR QUALIFICATIONS

INSURANCE CONSULTANT PROFESSIONAL SERVICES

SPECIFICATION #BHA-07-08

The Housing Authority of the City of Brownsville, Texas (BHA), is soliciting Requests for Qualifications (RFQ) from interested parties to provide Insurance Consultant Professional Services for our agency.  This Authority is funded through the U. S. Department of Housing and Urban  Development (HUD).

Requested services will consist of evaluation of insurance policies currently in place, recommendations and preparation of solicitation for future insurance needs, and an evaluation of responses to that solicitation.

RFQ packets may be obtained at the Housing Authority's Central Office, located at 2606 Boca Chica Blvd. – 2^nd Floor, Brownsville, Texas, 78521.  RFQ information is also available on the Housing Authority's website – www.txbha.com. Contact person for the application is Ms. Mary Ann Lozano, Human Resources/Risk Management Director, at  Tel. (956) 541-8315.  The deadline for submitting responses is  3:00 p.m., Monday, July 28, 2008, and must be submitted to the Procurement Office in a sealed, clearly-labeled cover.  A  Pre-Bid Conference will held at 10:00 a.m., Monday, July 14, 2008, at the Rosa Allala Board Room, Brownsville Housing Authority (BHA), 2606 Boca Chica  Blvd., Brownsville, Texas.

The RFQs will be evaluated according to technical factors, price being one of the factors.  Respondents should address the factors as clearly and concisely as possible.  The Housing Authority reserves the right to reject any and all RFQs, or to waive any informalities in the review process.  No proposals or quotes shall be withdrawn for a period of sixty (60) days subsequent to the award date without the consent of the BHA.
