REQUEST FOR PROPOSALS

FOR

SANCHEZ-VELA SINGLE FAMILY HOMES
The Housing Authority of the City of Brownsville and its component units d/b/a Brownsville Housing Authority (“BHA”) is requesting proposals from qualified individuals and/or firms interested in partnering with the BHA or an entity created to act on its behalf to build single-family homes. This Request for Proposals (RFP) contains submission requirements, scope of services, period of services, terms and conditions and other pertinent information for submitting a proper and responsive bid. Prospective bidders desiring any explanation or interpretation of the solicitation must request it at least seven (7) calendar days before the RFP submittal deadline. The request must be addressed to Oscar Atkinson, Procurement Director, at the address stated below. Any information given to a prospective bidder about this solicitation will be furnished to all other prospective bidders as a written amendment to the solicitation.

A pre-submittal meeting will be on March 8, 2010 at 10:00 A.M. Central Time at the BHA's Central Office, 2606 Boca Chica Blvd., Brownsville, Texas 78521.

All responses to the RFP must be enclosed in a sealed envelope and labeled as follows with the specific information: Sanchez-Vela Single Family Homes, RFP# BHA 10-001, Due Date and Time: March 15, 10:00 A.M. (CST). The RFP response must be addressed to Procurement Department, Brownsville Housing Authority, 2606 Boca Chica, Brownsville , Texas 78521 .

Late submissions will not be accepted. Submissions will be held in confidence until the opening.

Submissions will be evaluated on the criteria stated in the RFP. After evaluation of the bids, the Contract will be awarded to the proposer representing the “Best Value” to BHA.

BHA and its component units reserve the right to reject any and all submissions.
The Request for Proposals can be obtained from Mr. Oscar Atkinson, Procurement Director at 2606 Boca Chica Blvd. , Brownsville , Texas 78521 . A Refundable Deposit in the amount of $ 50.00 will be required. Deposit will not be returned unless plans and specifications are returned in good condition, and returned to address above, no later than March 30, 2010. You must complete the following and return this Addendum by fax to (956)544-6732 by no later than 3/12/2010. It is the responsibility of all proposers to acknowledge addendums. Failure on the part of any proposer to acknowledge this addendum by the deadline may, at the HA's discretion, deem that proposer as non-responsive and may eliminate such proposer from consideration for award.
